Primary packaging is the packaging that touches the medicine. It is therefore not chosen the way a container is: its material, its seal and its stability form part of the product's marketing authorization dossier, and changing it must be justified to the authority. That is what ISO 15378 covers, applying Good Manufacturing Practices to the packaging articles themselves — not to the medicine. Specific requirements follow the dosage form: a child-resistant closure must resist opening by a child without becoming unworkable for an elderly person; a multi-dose bottle must stay sealed after dozens of openings; an eye drop calls for a tip that delivers a reproducible drop.
